It's the Constitution, stupid!

Chancellor Merkel is wholeheartedly behind the effort to have the EU Constitution changed and ratified by 2009. She is using her position as President of the EU to push this and believes that not having a Constitution ratified by this date would be an historic failure. People in Holland and France in 2005 voted against the Constitution. Will a changed one be looked on favorably by all the European countries? It is hard at this point to say.
