Will trojans be next?

The recent arrests of "terrorists" have Germans contemplating security laws more intrusive than what the American government has done. The Interior Minister proposed that the security agencies have the right to install trojans on people's computers to keep track of Internet usage. The left party in the government, the SPD, has decried this idea, saying this kind of invasiveness is not necessary. The government is already tracking Internet phone calls. Will trojans be next?
